If the owner does not renew the domain, it goes through the process of 77 days deletion period. For the set of time, the current owner will still have a chance to renew the domain.
Placing a backorder on a domain only happens when there is a drop date for when it can re-enter the registration pool. Announcement for the time it will take in between when the drop date and when the domain becomes available for registration can vary, as it depends on the specific TLD. Once the Pending Delete period is over the domain becomes available to register.
